This error occurs because PunkBuster is not running on the client side.
For example:
Exit game.
Navigate to:
\Steam\SteamApps\common\America's Army\AAPG\Binaries\Win32
Double click: pbsvc_pg.exe
and allow it to complete.
Relaunch game.
